JOB APPROVAL AUTHORITY
North Carolina SWCC Job Approval Authority (JAA) is the quality assurance process that ensures adequate consideration by competent employees in the planning, design, and installation of ALL best management practices (BMP) and technical assistance implemented through the NC Soil and Water Conservation Commission (SWCC), the Soil and Water Conservation District (SWCD), Division of Soil and Water Conservation, and other conservation partners, and that the practice will perform as intended for the planned service life.
Job approval authority additionally serves to maintain the credibility and trust of SWCC with State boards of licensure, accrediting organizations, other agencies, units of government, and the public.
ELIGIBILITY FOR JAA
“Eligible individuals” means Soil and Water Conservation District employees, county employees working as staff for a Soil and Water Conservation District and employees of the North Carolina Department of Agriculture and Consumer Services Division of Soil and Water Conservation.
ACQUIRING JAA
In order to demonstrate competence to request and acquire JAA, it is required that all eligible individuals be involved and trained in all aspects of planning, designing and installing a BMP. Through this process, JAA candidates will acquire the necessary on-the-job training and experience to independently prepare products that will be reviewed prior to making the formal request to acquire JAA.
To request Job Approval Authority from the Commission, please complete the Request for SWCC Job Approval Authority. Download and print the JAA Signature Page. The completed signature page must be uploaded with the Request for SWCC Job Approval Authority.

The SWCC is also in support of soil and water conservation district employees pursuing NRCS job approval authority. Please contact your area NRCS office to learn more about the federal process and to request NRCS JAA.
