In an effort to minimize the spread of harmful insects, diseases, and other pests, plant health agencies in each of the fifty states regulate to varying degrees the shipment of nursery stock and other commodities. Some states require only that plants be grown by a certified nursery. Others have very stringent requirements depending upon the source and type of plant material. State quarantines and certification requirements are subject to frequent change but are available on the National Plant Board Website. Plant Protection Specialists assist individuals who wish to ship into other states by advising them of current requirements and providing the necessary certification in the form of nursery certificates, limited permits, or state phytosanitary certificates. Certification for federally-regulated pests that occur in North Carolina, such as spongy moth, imported fire ant, and witchweed, may also be provided.
