Summary: In this regulation, sections (a), (b), (c), (d), and (f) relate to poultry species (such as chickens, turkeys, ducks, geese, game birds, etc.) and ratites (ostriches, emus, etc.). Section (e) relates to other types of birds (such as pigeons, doves, birds of prey, psittacines, and song birds). Below we will try to break down what these regulations mean. 

  1. For poultry and ratites that are from flocks that are active in the National Poultry Improvement Plan (NPIP) it is easier to meet North Carolina requirements. You will need to submit a VS 9-3 form through the state the birds are currently living. Contact your local NPIP Official State Agent if you have any questions. 
  2. For poultry and ratites that are not from NPIP flocks, you will need to have the following:
    a.) A health certificate or Certificate of Veterinary Inspections (CVI) from an USDA accredited veterinarian in the state the birds are currently living. The veterinarian will need to be able to provide some level of identification of the birds being moved (bands or physical descriptions), assess their current health status, and verify the testing required below is complete. The CVI should be completed within 5 days of entry into North Carolina and include required test results. 
    b.) Birds must be Salmonella pullorum/Fowl Typhoid tested (P-T tested) within 30 days of movement. 
    c.) Birds must be Avian Influenza (AI) tested within 21 days of movement. 
    d.) For birds that are less than 16 weeks of age and fertile eggs that are being moved, the USDA accredited veterinarian should have proof of P – T testing and AI testing or NPIP status for the parent flock. 
  3. For other types of birds including pigeons, doves, birds of prey, psittacines (parrots, cockatiels, budgies, etc.), and song birds (finches, sparrows, etc.), you will need the following:
    a.) A health certificate or Certificate of Veterinary Inspections (CVI) from an USDA accredited veterinarian in the state the birds are currently living. The veterinarian will need to be able to provide some level of identification of the birds being moved (bands or physical descriptions), assess their current health status, and verify the testing required below is complete. The CVI should be completed within 5 days of entry into North Carolina and include required test results. 
    b.) A North Carolina Avian Entry Permit issued by NCDA&CS, Veterinary Division, Poultry Health Programs. Your USDA accredited veterinarian can request a permit number online.  They will need to allow two business days for permit receipt. This number should be included on the CVI/health certificate.
