Veterinary - Avian Entry Requirements

 02 NCAC 52B .0603 Entry of Avian Species into the State of North Carolina is the NC Administrative Code outlining state requirements for various categories of bird to be brought into NC.  Dropdowns below summarize these requirements for the specified categories.

NOTE: If birds are only planning to travel through NC or have a short ‘hotel stay’ prior to continuing onto their destination outside NC, please contact us using the information at the bottom of the page to determine if documentation is needed.

AGEREQUIREMENTS

hatching eggs to <16 weeks

CVI OR   VS Form 9-3 documenting:

  • NPIP PULLORUM-TYPHOID CLEAN AND

  • NPIP US H5/H7 AVIAN INFLUENZA (AI) CLEAN or US AI CLEAN

> or = 16 weeks

CVI (issued within 5 days of entry) OR   VS Form 9-3 documenting:

For PULLORUM-TYPHOID:

  • From NPIP PULLORUM-TYPHOID CLEAN flock OR

  • Tested negative w/in 30 days prior to entry.

For AVIAN INFLUENZA (H5 AND H7):

  • From NPIP H5/H7 AI Clean or US AI Clean flock; OR

  • Tested negative w/in 21 days prior to entry.

hatched birds of all agesCVI issued w/in 5 days of entry that references permit number obtained from the NCDA&CS Vet Division (Request permit number online or contact vetpoultry@ncagr.gov to obtain.  Allow 2 business days for turnaround).

all agesPROHIBITED for minimum of 6 weeks following positive case.  Contact vetpoultry@ncagr.gov or call (919) 707-3365 to discuss case specific details/exceptions.

Additional Requirements That May Apply:

  • If coming from outside of the United States/US territories, then you must refer to the USDA for federal movement requirements.  Requirements will differ based on whether birds are deemed “poultry” or “pets” by the USDA.
  • Transportation services such as the postal service, various train and/or airline services, etc. may have additional requirements for moving birds. Please contact them directly for instructions.

  • Always consult the local ordinances for the county and city of destination prior to movement to ensure that plans are in compliance.

     

Critical Document Definitions:

Certificate of Veterinary Inspection (CVI)

Also known as a health certificate, this is an official document that can be issued (for avian species) by a USDA Category II Accredited veterinarian certifying that the animals identified on the document have been inspected and were found to satisfy the regulations pertaining to their intended movement. While one CVI can cover multiple individuals so long as they are uniquely identified, NC prefers a separate CVI be issued for each species traveling. <<Find a USDA Category II Accredited Veterinarian in your area.>>

VS Form 9-3

This is a special form of health documentation available for poultry from flocks participating in the National Poultry Improvement Plan (NPIP). <<Contact the NPIP Official State Agent (OSA) for the animal’s state of origin, if you have questions regarding NPIP testing or VS Form 9-3s.
